APR expands PCR certification across the plastic supply chain
The Association of Plastic Recyclers (APR) has expanded its Post-Consumer Recycled (PCR) Certification Program to certify the presence and percentage of recycled content in both finished and semi-finished plastic products. The move broadens the program beyond recyclers, enabling verification of recycled content claims throughout the plastics value chain.
Previously limited to certifying PCR materials in pellet and flake form, the program now includes manufacturers, brand owners, brokers, distributors, traders, and other organizations that produce, buy, sell, or handle PCR materials. Companies can now validate their recycled content claims through independent third-party certification.
The new producer standard is built on ISO chain-of-custody and traceability requirements, providing a structured framework to verify the amount of recycled plastic used in products. Certified organizations will also be featured in the APR Certified PCR Directory, helping businesses identify trusted suppliers of certified PCR materials and packaging.
According to Rita Phillip, Program Director of APR PCR Certification, the expanded program strengthens confidence in recycled content claims while meeting the industry’s growing demand for transparency and accountability through independent verification.
The certification standard also aligns with RecyClass’s Recycled Plastics Traceability Certification, supporting greater harmonization of recycled-content verification across North America and Europe.
APR President and CEO Steve Alexander said third-party certification plays a vital role in validating recycled plastic content, as PCR cannot be visually distinguished from virgin plastic. He added that increasing the use of post-consumer recycled plastics is one of the most effective ways to reduce plastic waste and lower dependence on virgin resin.
