Borouge International Expands Recycling Capacity in Germany and Austria

New investments will add nearly 9,000 tonnes of recycled mixed polyolefin and up to 5,000 tonnes of recycled polyethylene capacity by 2027.

Borouge International is expanding its mechanical recycling capacity in Europe through investments at its facilities in Niedergebra, Germany, and Wildon, Austria. The expansion is aimed at meeting growing demand for recycled polyolefins and improving the availability of circular materials for customers across European markets.

At the Niedergebra facility in Germany, formerly operated as mtm plastics, Borouge International plans to increase annual production of recycled mixed polyolefins by nearly 9,000 tonnes. The plant processes post-consumer mixed polyolefin waste into recycled materials used in a range of rigid applications. The additional capacity is expected to become operational during the first quarter of 2027.

The company’s facility in Wildon, Austria, formerly Ecoplast, will receive an expansion of its recycled polyethylene capacity by up to 5,000 tonnes per year. The additional capacity is scheduled to come on stream in the fourth quarter of 2027 and is expected to support demand for recycled polyethylene, particularly in flexible packaging applications.

Together, the two projects will add up to nearly 14,000 tonnes of annual recycled material capacity across the company’s German and Austrian operations. Borouge International said the investments are intended to provide customers with more reliable access to recycled polyolefins while strengthening the resilience of the European circular materials supply chain.

The expansion will complement Borouge International’s existing European recycling capabilities in Elin Pelin, Bulgaria, where the company produces more than 20,000 tonnes of post-consumer recycled polypropylene grades annually. The company’s European portfolio covers recycled materials across flexible polyethylene, rigid polypropylene and mixed polyolefin streams.

Growing demand for recycled materials, evolving packaging regulations and the need for more secure supply chains are among the factors supporting the expansion. The company specifically pointed to the European Union’s Packaging and Packaging Waste Regulation as one of the regulatory developments influencing demand for circular materials.

Borouge International said the investments will broaden customer access to its recycled polyolefin solutions, including Borcycle grades and Recleo materials designed for different applications. The company views recycled materials as an increasingly important resource for strengthening competitiveness and supply resilience while supporting the transition toward more circular material use.

The projects form part of Borouge International’s wider strategy to scale its circular solutions across global markets. The company was formed in 2026 through the combination of Borouge Plc, Borealis and NOVA Chemicals, bringing together assets and technologies across the polyolefin value chain.

The expansion is expected to strengthen Europe’s supply of mechanically recycled polyolefins and provide converters and other customers with additional locally produced recycled materials. With the new capacity planned for 2027, the investments also signal continued growth in recycling infrastructure for polyethylene and mixed polyolefin applications.
